How the WhatsApp Business API works
Businesses reach customers through the WhatsApp Business Platform, whose Cloud API is hosted by Meta. When a customer writes first, a 24-hour customer service window opens and the business can reply freely. Outside that window, it can only start a conversation with a message template approved in advance by Meta.
Since 1 July 2025 Meta charges per delivered template message, with a rate that depends on the template category (marketing, utility, authentication) and on the country code of the recipient's number. Replies inside the customer service window are free, and so are utility templates sent inside it.
