WhatsApp advertising campaigns: ads, messages and tracking.

A WhatsApp advertising campaign joins two things Meta sells separately: Click-to-WhatsApp ads, which open a chat with your business from Facebook, Instagram or WhatsApp Status, and marketing messages sent to people who opted in. Here is how an Indian business runs both end to end — audience, automated replies, budget and conversion tracking — from Meta's own documentation.

Two kinds of WhatsApp campaign

Click-to-WhatsApp ads are Meta ads whose button opens a WhatsApp chat with your business. The customer sends the first message, so you can advertise to people who have never heard of you. The same ads can also run in WhatsApp Status, a placement Meta lists separately.

Marketing messages go the other way: you write first, with an approved marketing template, to people who gave you their number and agreed to hear from your business. They suit offers, restocks and reminders to past customers. Most campaigns that work use both: ads to start new conversations, messages to bring back the people who already talked to you.

Execution

Running a campaign, step by step

  1. 01

    Collect opt-in and segment it

Meta requires opt-in before you message anyone: the person must give their number and agree to hear from your business, by name. Store when and how each person agreed, ideally per category — order updates, offers — and segment from your own records: past buyers, people who enquired but did not buy, language, city.

  2. 02

Build the ad and its welcome sequence

Write the greeting, the prefilled message and the quick questions the customer will see when the chat opens. They can be managed through the API (welcome_message_sequences), so the sequence matches what your agent knows how to answer.

  3. 03

Answer every ad chat at once

When someone writes from the ad on the Android or iOS app, a customer service window opens. Your first reply inside it is free and opens the free entry point window: for up to 7 days, Meta charges nothing for marketing, utility, authentication or service messages to that person. A WhatsApp AI agent can take these chats day and night and hand the warm ones to a salesperson.

  4. 04

Keep the click ID with the conversation

The first message carries a referral object with the ad's ID and a ctwa_clid. Store it; when the person buys or books, send the event to Meta with the Conversions API (action_source business_messaging, messaging_channel whatsapp) so Ads Manager credits the right ad.

  5. 05

Send marketing messages to opted-in segments

Use the Marketing Messages API. Send a new template to a small batch first — Meta paces new marketing templates and pauses ones that collect negative feedback — then to the rest. Set a time-to-live on time-bound offers so late messages are not delivered.

  6. 06

Read the results in one place

Messages sent through the Marketing Messages API appear as campaigns in the Marketing Messages tab of Ads Manager. When a person clicked both an ad and a message before buying, Meta credits the last Meta touch, within each one's attribution window.

Example

One ad chat, from tap to order

A furniture shop in Pune runs a Click-to-WhatsApp ad for its sofa range. A customer taps it and sends the prefilled message. The webhook delivers the text with the ad's ID and the ctwa_clid; the shop's agent replies with a carousel of the colours in stock — a marketing template, not charged, and the start of the free entry point window. The customer asks “Do you deliver in Kothrud?”; the agent checks the delivery zones and says yes. A salesperson confirms the order, the order confirmation goes out as a utility template, still free in the window, and the shop's server sends a Purchase event with the ctwa_clid to the Conversions API.

Meta's own pricing documentation walks through the same sequence and totals it at zero charges for the messages. The ad itself is billed in Ads Manager, as for any Meta ad.

Budget

What a campaign costs, and what is changing

There are two budgets. The ad spend is set in Ads Manager like any Facebook or Instagram campaign. The messages are billed per delivery: outside a free window, Meta's list rate to an Indian number is ₹0.8631 for a marketing message and ₹0.115 for a utility message — the full rate card is in WhatsApp Business API pricing in India.

The Marketing Messages API, generally available since 19 November 2025, adds a max price: a bid cap per 1,000 deliveries, separate from any daily or lifetime budget. It is in open beta from October 2026, and Meta plans to make it required in eligible countries from Q2 2027. For a first test, Meta suggests comparing no max price, the rate card, 0.9 times it, and a higher arm — 1.2 times the rate card for India.

Cloud API will stop sending marketing messages: messaging accounts created from 13 April 2027 cannot send them there, and every account loses it on 13 October 2027. A campaign tool built today should send marketing through the Marketing Messages API.

Pitfalls to avoid

  • Messaging a bought or scraped list. Without opt-in, you break Meta's policy, collect blocks and reports, and Meta rate-limits businesses whose quality stays low.
  • Retrying failed marketing messages. Error 131049 means WhatsApp limited what that person receives; wait at least 24 hours before resending, once. The limits behind it are in WhatsApp messaging limits.
  • Hiding an offer in a utility template. Promotional content makes a message marketing; see WhatsApp message templates.
  • Short links that drop the click ID. Meta appends a click ID (usually fbclid) to template button URLs; a redirect that strips it breaks conversion reporting. Changing a button URL also means creating a new template.
  • Expecting a click ID from Status ads. Messages from a WhatsApp Status ad placement arrive without ctwa_clid, so match those conversions another way.

FAQ

Frequently asked questions

  • What is a WhatsApp advertising campaign?

It usually combines Click-to-WhatsApp ads, which open a chat with your business from Facebook, Instagram or WhatsApp Status, and marketing messages sent with approved templates to people who opted in to hear from you.

  • How much does WhatsApp advertising cost in India?

The ads are billed in Ads Manager like other Meta ads. Messages are billed per delivery: Meta's list rate to an Indian number is ₹0.8631 for a marketing message and ₹0.115 for a utility message. After a customer writes from a Click-to-WhatsApp ad and you reply, messages to that person are free for up to 7 days.

  • Can I send WhatsApp marketing messages to people who have not opted in?

No. Meta requires that the person gave you their number and agreed to receive messages from your business, named clearly. Ads are the way to reach people who have not opted in: they write to you first.

  • How do I track conversions from Click-to-WhatsApp ads?

Store the ctwa_clid that arrives in the referral object of the customer's first message, then send the purchase or lead event with it through the Conversions API for Business Messaging. Messages from WhatsApp Status ads do not carry a ctwa_clid.
