AI voice agents in India: phone lines, WhatsApp calls, rules and costs.
An AI voice agent in India answers or places calls for a business — on an ordinary phone line or on a WhatsApp call — understands what the caller says, acts in your systems and hands over to a person. The channel decides most of the rest: TRAI's rules apply to robo-calls on telecom networks, while WhatsApp calls follow Meta's permission rules and per-minute rates. How each works, the published figures, and how to start.

What an AI voice agent actually does
A voice agent runs a loop: it turns the caller's speech into text, a language model decides what to say or do — check a slot, take an order, look up a file — through tools you control, and a synthetic voice speaks the answer. What separates it from an old IVR menu is that the caller talks normally instead of pressing keys, and the agent can act, not only route.
We have built this on WhatsApp calls as a prototype: the agent answers the call, takes the order, then sends the payment link and the tracking link back as WhatsApp messages. It is tested, not yet run for a client, and we say so. Our gym agent, tested on a real phone, answers members' voice notes by voice, including in Kiswahili. Phone line or WhatsApp call
| Ordinary phone line | WhatsApp call | |
|---|---|---|
| Customer calls you | Dials your number; billed by your telephony provider | Taps call on your WhatsApp profile; free for the business |
| You call the customer | Commercial calls only from registered headers or numbers of a special series | Only after the customer has given call permission |
| Automated calls | Robo-calls declared in advance to your telecom operator | Same permission rules; Meta caps requests and revokes after unanswered calls |
| Cost of the line | Set by your telephony provider | Per minute, in six-second pulses, by country of the number called |
| After the call | A separate SMS or e-mail | Links, confirmations and replies in the same chat thread |
| Prerequisites | A number and a provider | Cloud API number (not the Business app) and a messaging limit of at least 2,000 |
What Meta charges for WhatsApp calls to Indian numbers
Business-initiated call minutes, per month, in rupees, from Meta's INR rate card effective 1 October 2026 (calling rates did not change on that date). Calls customers make to you are free. A 2-minute call is 20 pulses: ₹0.777 at the list rate.
| Minutes in the month | Rate type | Per minute |
|---|---|---|
| Up to 50,000 | List rate | ₹0.3885 |
| 50,001 – 250,000 | Tier rate | ₹0.2785 |
| 250,001 – 1,000,000 | Tier rate | ₹0.1759 |
| 1,000,001 – 2,500,000 | Tier rate | ₹0.1319 |
| 2,500,001 – 5,000,000 | Tier rate | ₹0.088 |
| Above 5,000,000 | Tier rate | ₹0.0586 |
What the call price leaves out
Meta bills the call itself. A fractional pulse counts as a whole one — in Meta's example, a 56-second call is billed as 10 pulses — and a call that crosses into a cheaper tier is priced entirely at the cheaper rate. The message asking a customer for call permission is billed as a message (see WhatsApp Business API pricing in India). Meta's call recording and transcription are free today, with separate pricing planned and no launch date announced.
The agent's speech recognition, language model and voice are billed by their own providers, on top. Ask any vendor to split the two in a quote: line minutes on one side, AI processing on the other.
Calling customers on WhatsApp: permission first
A business can only call a WhatsApp user who has allowed it. Since 3 November 2025 the permission can be permanent; a temporary one lasts 7 days. You can ask in a message, a customer who calls you grants a temporary callback permission (if the callback setting is on), or they can allow calls from your business profile. Only the customer can revoke it. Business-initiated calling works with Indian business numbers: Meta excludes only the United States, Canada, Egypt, Vietnam and Nigeria.
- Asking: at most 1 permission request in 24 hours and 2 in 7 days per customer; the counter resets after any connected call.
- Unanswered calls: after 2 in a row the customer is prompted to reconsider; after 4, the permission is revoked.
- Bonus: a call the customer places — answered or not — or accepts opens the 24-hour window in which you can send them any message, so the confirmation can follow as an ordinary message.
Calling customers on phone lines: TRAI's rules
TRAI's Telecom Commercial Communications Customer Preference (Second Amendment) Regulations, 2025, notified on 12 February 2025, set the frame for automated calls over telecom networks. Every sender must tell its originating telecom operator in advance, in writing, that it uses auto-dialers or robo-calls and for what purpose. Commercial communication may only go out from registered headers or numbers from a special series.
TRAI's explanatory memorandum adds that promotional robo-calls should use 140-series numbers only, and service or transactional robo-calls the 1600 series or another series allotted for them. A message that mixes promotion into a service message is treated as promotional. Recipients can complain within seven days of an unwanted commercial communication.
How to start with one voice agent
Start narrow: one type of call, one channel, a person one tap away.
- 01
Pick one call
An inbound order, an appointment, a delivery question — a call that happens often and has clear rules. Leave sales calls for later: they fall under the promotional rules.
- 02
Choose the channel
If your customers already message you on WhatsApp, a WhatsApp call keeps the call and the confirmation in one thread. If they dial a number, stay on the phone line and its rules.
- 03
Write the tools and the handover
List what the agent may do — read availability, create an order, send a link — and when it must transfer to a person. The agent acts only through those tools.
- 04
Test before real customers
Meta's public test numbers let you test calling without the 2,000 messaging limit; calling is off by default on them and must be switched on in the call settings. Call it yourself in every language your customers use.
- 05
Go live with a cap and an off switch
Limit the number of calls a day at first, read every transcript, and keep a way to stop the agent at once — the same guards we put on our WhatsApp AI agents.
Where voice agents go wrong
- Languages are tested, not assumed. Callers switch languages mid-sentence and use local names; test with real people speaking the way your customers speak before trusting any language list.
- Silence costs trust. A voice agent that pauses before every answer feels broken. Keep the first version short and let it send details by message instead of reading them out.
- Outbound before inbound. Most of the rules — TRAI's series and declarations, Meta's permissions — bite on calls you place. Answering calls customers make is the easier start.
- No exit to a person. Every call needs a way to reach someone, and the agent should say so when it cannot help.

Frequently asked questions
How much does an AI voice agent cost in India?
Two costs add up: the line and the AI. On WhatsApp, calls customers make to a business are free, and Meta charges ₹0.3885 a minute at the list rate for calls a business places to Indian numbers, billed in six-second pulses, with lower tier rates above 50,000 minutes a month. Speech recognition, the language model and the voice are billed separately by their providers.
Are AI robo-calls legal in India?
On telecom networks, TRAI's 2025 amendment requires every sender to tell its originating operator in advance, in writing, that it uses auto-dialers or robo-calls and why, and commercial calls must come from registered headers or special-series numbers. TRAI's explanatory memorandum points promotional robo-calls to the 140 series and service or transactional ones to the 1600 series.
Can an AI agent answer WhatsApp calls?
Yes. The WhatsApp Business Calling API lets a business on the Cloud API receive and place voice calls; the business needs a messaging limit of at least 2,000. We have built a prototype that answers a WhatsApp call, takes an order and sends the payment and tracking links as messages.
Can a business call customers on WhatsApp from India?
Yes, with the customer's permission. Business-initiated calling is not available for business numbers from the United States, Canada, Egypt, Vietnam and Nigeria, but Indian numbers can use it. A business can ask for permission at most once in 24 hours and twice in 7 days, and 4 unanswered calls in a row revoke it.
