WhatsApp marketing agencies: what they do and how to choose one.
A WhatsApp marketing agency plans and runs a business's campaigns on WhatsApp — collecting opt-in, writing message templates, setting up Click-to-WhatsApp ads, automating replies and reporting results — usually on top of software from one of Meta's WhatsApp partners. For an Indian SME, choose one on four checks: it uses the official WhatsApp Business Platform, your accounts stay in your business's name, Meta's message charges are shown apart from its own fees, and it only messages people who opted in.
Choosing a WhatsApp agency
- Channel
- Official WhatsApp Business Platform only
- Accounts
- In your business portfolio, shared with the agency
- Meta's charges
- Shown apart from the agency's fees
- Audience
- People who opted in to hear from you
- Red flag
- “Bulk WhatsApp” to any list of numbers
What a WhatsApp marketing agency actually does
Search for one in India and you meet three kinds of offer under the same name. Agencies plan the campaigns, write the templates, run the ads and read the results. Platforms sell the software that sends and receives the messages; in Meta's vocabulary they are its WhatsApp partners. And “bulk WhatsApp” senders push one message to a list of numbers, often outside the official platform.
A good agency does the first job and is open about which platform it uses for the second. The work usually covers: an opt-in plan, so you can message people at all; message templates submitted to Meta; Click-to-WhatsApp ads and marketing messages to start and restart conversations; automated replies or an agent that answers inside the customer service window; and reporting that ties chats to sales.
Who is behind the platform your agency uses
Meta calls the businesses that provide WhatsApp messaging services to other businesses “partners”. Which kind your agency works with decides who bills you for messages.
| Partner type | What Meta says it does | Who bills you for API usage |
|---|---|---|
| Solution Partner | A Meta Business Partner offering the full range of WhatsApp Business Platform services, with a credit line it can extend to clients | The partner can invoice you directly |
| Tech Provider | Offers the same range of services, on its own or with a Solution Partner, but has no credit line | Meta, on the payment method you add; the provider bills its other services |
| Tech Partner | A Tech Provider that is, or is eligible to become, a Meta Business Partner | Meta, as for a Tech Provider |
| Other partners | Work in Meta Business Suite without API access; only need a verified business portfolio | Your own account |
What to ask a WhatsApp marketing agency
| Ask | Good answer | Red flag |
|---|---|---|
| Do you use the official WhatsApp Business Platform? | Yes, through a named Meta partner, or as one | Software that sends from ordinary WhatsApp numbers |
| In whose name are the WhatsApp and Messaging accounts? | Your business portfolio, shared with the agency | The agency's portfolio |
| Who bills Meta's message charges, and at what rate? | Meta's rate shown on its own line, the agency's fee apart | One bundled price per message with no breakdown |
| Where do the contacts come from? | Your own customers and enquiries, with a record of how each opted in | A database of numbers it can supply |
| What happens when someone writes back? | A reply inside the customer service window, by an agent or a person, with a way to reach a human | Replies left unread |
| How do you report results? | Deliveries, replies and sales tied to campaigns and ads | Only messages “sent” |
| What if we stop working together? | You keep the accounts, numbers, templates and contact records | No clear answer |
Keep the accounts in your name
On the WhatsApp Business Platform you need two accounts: a WhatsApp account, which holds one business phone number, and a Messaging account, which holds your templates and billing details. Each partner you work with has its own Messaging account. If both are created in your business portfolio, you can share them with any business-verified partner in Meta Business Suite, choosing the permissions it gets — a WhatsApp account with up to five Solution Partners, a Messaging account with up to two partners. Messaging works only once the partner has access to both.
Meta's documentation is clear on what is hard to undo: an account belongs to one business portfolio only, a Messaging account cannot be migrated from one business to another, and its time zone and currency cannot be edited once a line of credit is attached. When a partner onboards you through Embedded Signup, you own all the WhatsApp assets created and keep full access to WhatsApp Manager, which the partner cannot restrict. Ask the agency to onboard you that way, or to work on accounts you created and shared yourself.
“Bulk WhatsApp” and opt-in: where campaigns go wrong
The WhatsApp Business Messaging Policy, last updated on 23 September 2026, lets you contact people only if they gave you their phone number and agreed to receive messages from your business. Meta asks that the opt-in say clearly that the person is opting in, and name the business. It can be collected on your website, by SMS, by phone or on paper.
The same policy says that if you use or operate a service that breaks WhatsApp's terms or policies, “such as messaging people at scale in an unauthorized manner”, Meta may limit or remove your access to WhatsApp for Business. The risk falls on your number, not the agency's. Even on the official platform, people can block or report you, and Meta rate-limits businesses whose quality stays low — so an agency that promises reach to a bought list is selling you that risk.
Automation is allowed: the policy lets you answer with automation inside the 24-hour window, as long as there is a prompt, clear and direct way to reach a person.
Choosing an agency, in five steps
- 01
Write the brief
What you sell, to whom, and what a conversation should end in: an order, a booking, a visit. Say a clothing shop in Jaipur wants past buyers to hear about its festive collection and new customers to ask about sizes on WhatsApp.
- 02
Count your opted-in contacts
List where your numbers come from and how each person agreed to hear from you. If the honest answer is “nowhere”, the campaign starts with Click-to-WhatsApp ads, where the customer writes first, not with messages.
- 03
Ask the questions above, in writing
Official platform, account ownership, billing breakdown, reply handling, reporting and exit. Compare written answers, not sales calls.
- 04
Check the accounts yourself
In Meta Business Suite, confirm that the WhatsApp and Messaging accounts sit in your portfolio and that the agency appears under Partners with the permissions you chose.
- 05
Start with one campaign
One template to one opted-in segment, plus the replies it brings. Read deliveries, replies, blocks and sales before you widen the audience.
Messages are half the job: the replies
A campaign is judged on what happens after people write back. Many agencies stop at sending; the replies land in a phone nobody watches. Before you sign, ask who answers at night, how a chat reaches a salesperson and where the customer's history is kept — the WhatsApp CRM question.
That is the part we build: WhatsApp AI agents on the official WhatsApp Business Platform, with message templates approved by Meta, human handover and a log of every action, and ads run through our Google Ads and Meta Ads management service, created paused until you approve them.

Frequently asked questions
What does a WhatsApp marketing agency do?
It plans and runs a business's campaigns on WhatsApp: collecting opt-in, writing message templates for Meta's approval, setting up Click-to-WhatsApp ads, automating replies and reporting results, usually on software from one of Meta's WhatsApp partners.
How do I choose a WhatsApp marketing agency in India?
Check that it uses the official WhatsApp Business Platform, that the WhatsApp and Messaging accounts are in your own business portfolio, that Meta's message charges appear apart from its fees, that it only messages people who opted in, and how it answers and reports on the replies.
Is bulk WhatsApp marketing allowed?
Only to people who gave you their number and agreed to receive messages from your business. The WhatsApp Business Messaging Policy says Meta may limit or remove access to WhatsApp for Business for services that message people at scale in an unauthorized manner.
Who bills the WhatsApp message charges when I use an agency?
It depends on the partner behind the platform. A Solution Partner can extend its credit line and invoice you directly; with a Tech Provider or Tech Partner, Meta bills the payment method you add and the provider bills its other services.
Should the agency own my WhatsApp Business account?
No. Create the accounts in your own business portfolio and share them with the agency in Meta Business Suite. Meta's documentation states that businesses onboarded through Embedded Signup own all of their WhatsApp assets and keep full access to WhatsApp Manager.
